Notice of Intent to Award Sole Source to Intel Federal

The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Commercial, Firm-Fixed- Price purchase order on a noncompetitive basis with Intel Federal, (CAGE code: 6SSB2) of Fairfax, VA.

This purpose of this procurement is to provide a security enhancement of the DARPA (Defense Advanced Research Projects Agency)/Project Pronto awarded under BAA # N6523621S0001, Focus Area FA02, Topic TA06, "Enabling Differentiated Security by End- to-end 5G Network Slicing".

This effort will deliver security enhancements to the Project Pronto system through the use of an O-RAN(Open-Radio Access Network: O-RAN ALLIANCE e.V) based disaggregated radio from srsRAN (https://www.srslte.com/5g), the introduction of new 3GPP (general purpose processor) features such as supporting interworking between untrusted non-3GPP network and the 5G core through N3IWF (Non-3GPP Interworking Function), AI/ML (Artificial Intelligence/Machine Learning) based edge services, security enhancements to attest that the software has not been tampered with, security enhancements to detect man-in-the-middle attacks, and development of a platform to facilitate edge software consistency and deployment. The requirement is for the purchase of the following:

1 ITEM 0002: CDRLS QTY: 1 Based on the approved Justification and Approval (J&A), the agency has identified only one responsible source and no other supplier will satisfy agency requirements. A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government.

This notice is not a request for competitive quotes; however, all interested parties may identify their interest and capabilities in response to this notice, and must clearly show the firm's ability to be responsive without compromising quality, accuracy and reliability.
