N66001-24-Q-6275 Notice of Intent to Award Sole Source to Shield AI Inc.

The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Commercial, Firm-Fixed-Price purchase order on a noncompetitive basis to Shield AI Inc. The requirement is for the following:

Item 0001: Engineering services required to support integration, test, and evaluation of sensor system integration projects in support of Unmanned Aerial Vehicle Information Operations (UAVIO) project. QTY: 1 The above is for the procurement of integration support, technical training, and test support for the MQ-35A V-Bat UAV platform, to be awarded as a sole source to Shield AI Inc. Shield AI Inc. is the only provider of the specialized services.

They are the only capable source to provide information and conduct analysis in the fields of electrical and mechanical integration, Electromagnetic Compatibility (EMC) and aerodynamics of the platform, as Shield AI owns the intellectual property relating to the aircraft design and operational parameters/constraints. A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government.

However, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
