Naval Information Warfare Center, Pacific (NIWC Pacific) intends to award a non- competitive Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with a cost-plus-fixed- fee (CPFF) pricing arrangement to VideoRay, LLC (Cage: 1WC35) under the authority for other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

VideoRay LLC 212 E. High St. Ste. A, Pottstown, PA 19464-5596 USA Under the contemplated effort, VideoRay will be performing engineering support services for its Maritime Expeditionary Standoff Response (MESR) remotely operated vehicles (ROV).

Tasks include basic and applied research, studies, and analysis on sensors and payloads; verification of system operational specifications; sustainment support and analysis; software support; conducting operational failure and performance analysis and providing recommendations for correction or system improvement; supporting iterative changes and design updates to mitigate obsolescence; developing prototypes; preparing status reports; developing technical requirements and specifications at the system, subsystem, and component level for ROVs.

This is not a request for proposals. Any interested party that believes it is capable of meeting the requirement described herein may submit a capability statement. Capability statements received will be evaluated to determine technical merit. Responses must be submitted in writing via email no later than 1600 PST on 20 March 2024. Telephone responses and requests will not be accepted.

A determination by the Government not to compete the requirement based on responses to this notice is solely within the discretion of the Government. Contracting by Negotiation under FAR Part 15 apply. The applicable PSC is 6605 Navigational Instruments. The applicable NAICS Code is 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument and the size standard is 1,350 employees.
