Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) intends to issue a cost-plus-fixed-fee and firm-fixed-priced contract solicitation on a sole source basis to Raytheon Company, 1001 Boston Post Rd. E., Marlborough, MA 01752-3770. The requirement will include technical and engineering services in support of the Array, Navy/Search Protect, Yellow-1 Radar programs and MK-99 Fire Control System. The required services include:

weapon systems field engineering, ordnance alteration installation, obsolescence related technical support and supplies, support of reliability/maintainability issues, production and rework, testing and evaluation and other lifecycle support functions. The applicable North American Industry Classification System code for this procurement is 541330 with a Size Standard of $47.0 million.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The basis for restricting competition is Raytheon Company is the only responsible source capable of satisfying the Navy’s requirements without causing unacceptable delays. The anticipated performance periods will span four (4) years.

The first ordering period is anticipated to begin in February 2026. NSWC PHD intends to issue the solicitation pursuant to 10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. Interested companies should submit, on company letterhead, a notice of interest including the name, telephone number, mailing address, and e-mail address of one point of contact.

Responses to this notice should not exceed 10 pages (8.5 x 11 inch) and 12-point Times New Roman font. Submission shall be in Microsoft Word or Adobe Acrobat and shall be sent electronically to:

This notice of intent is not a request for competitive proposals; however, the Government will consider all capability statements and proposals received before the response date. The information received will be used for the sole purpose of determining whether or not a competitive procurement should be conducted. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
