Acquisition Training Library Access

The NAVSUP Fleet Logistics Center Yokosuka (FLCY) contracting department has a requirement for training on the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Navy and Marine Corps Acquisition Regulation Supplement (NMCARS) and related procurement policies, procedures and topics.

The NAVSUP FLCY contracting department has approximately 155 personnel in five different countries (Japan, Korea, Philippines, Singapore and the United States (Guam)) and three different time zones (Japan/Korean Standard Time (Greenwich Mean Time (GMT) +9), Philippine Standard Time/Singapore Standard Time (GMT +8), and Chamorro Standard Time (GMT +10)).

The NAVSUP FLCY contracting department has personnel across the procurement career spectrum with entry-level interns, mid-level/mid-career personnel, and experienced personnel. (Note that the majority of the personnel are in the mid-level/mid-career point).

As a result of the varying locations and time zones, accompanied by an extremely limited travel budget for training, this requirement is for access (or subscription) to an existing training library with pre-recorded webinars/seminars and/or prepared online content that may be accessed by up to 155 personnel, asynchronously for a one-year period.

As this requirement is for a subscription, the period of performance for establishing initial access to the group of employees and allowing for invoicing/payment will be from date of contract award (anticipated to be on or around 27 September) for three weeks (anticipated to end of 18 October). NAVSUP FLCY will update the list of personnel with access to the training library as employees rotate into or out of the contracting department throughout the year of training library/content access.
