C-UAS Field Service Representative (FSR)

The Naval Air Warfare Center Aircraft Division (NAWCAD) is seeking Field Services Representative (FSR) support for the Counter-Unmanned Aircraft Systems (C-UAS) in support of the Ukraine Navy.

FSRs include Engineers, Maintenance Technicians, other technical assistance support for various systems deployed in Eastern Europe. Tasking will be performed both in the Continental United States (CONUS) and Outside the Continental United States (OCONUS). THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.

RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS SOURCES SOUGHT IS STRICTLY VOLUNTARY.

ANTICIPATED PERIOD OF PERFORMANCE: The anticipated period of performance is twenty-four (24) months with the anticipated start date of October 2025. ANTICIPATED CONTRACT TYPE: Cost type contract.

REQUIRED CAPABILITIES: The Government is seeking potential sources capable of providing Field Service Representative (FSR) support, including Subject Matter Experts (SMEs), for the maintenance and sustainment of Counter-Unmanned Aircraft Systems (C-UAS) for the Ukraine Navy. This support includes, but is not limited to:

Provision of specialized equipment and spare parts necessary for the system sustainment Deployment and availability of SMEs with demonstrated expertise in C-UAS technologies Supply and utilization of special tooling required for maintenance and sustainment On-site and/or remote technical assistance to ensure continued operational capability Due to Emergent need, must have current on-site facility for storage, maintenance and sustainment of C-UAS Must have capability to house FSRs Must demonstrate the capability to support both CONUS and OCONUS operations as required SUBMISSION INFORMATION: It is requested that the interested businesses submit to the contracting office a brief capabilities statement package (no more than ten 8.5” x 11” pages, font no smaller than 12 point, 1.5 spacing) demonstrating their ability to provide the supplies or services listed in the required capabilities described herein. Documentation should be in bullet format. All responses shall include:

The capability statement shall be sent by email to Pilantana.anderson.civ@us.navy.mil. Submissions must be received at the office cited no later than 4:00 PM EST on 02 July 2025. All data received in responses to this Sources Sought that is marked or designated as corporate or proprietary will be protected.

Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted. No phone call will be accepted.
