The Naval Air Warfare Center Aircraft Division (NAWCAD) and the Naval Undergraduate Flight Training Systems, PMA-273, located at Naval Air Systems Command (NAVAIR), Patuxent River, MD, intend to negotiate and award an indefinite-delivery, indefinite-quantity (IDIQ) contract to Pratt and Whitney Engine Services, Inc. (PWES), 1525 Midway Park Road, Bridgeport, West Virginia 26330 for the procurement of up to 16 PT6A-68-SPEC1037 engines over the FY24 to FY28 period in accordance with the Original Equipment Manufacturer (OEM) technical data package.

It is anticipated that this will be a Firm Fixed Price (FFP), five (5) year IDIQ contract. This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, Only one responsible source and no other supplies or services will satisfy the requirement.

Pratt & Whitney, Canada (P&WC) is the Original Equipment Manufacturer (OEM); the Government does not possess the adequate data or the rights to competitively award the requirement. PWES is an affiliated P&WC facility in the United States with the ability to sell the PT6A-68-SPEC1037 engines to the Government and is the only known qualified, responsible source with the direct knowledge, expertise, and technical data required to meet the Government’s requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS.

The Government does not intend to fund the development or qualification of other sources to fulfill this requirement. However, interested parties may identify their interest and capability by responding to this requirement. The Government will consider all information received prior to the closing date of this synopsis. The Government will not pay for any information received. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. All inquiries and concerns shall be electronically submitted via email to the Contract Specialist, Ms. Casey Bacon at casey.a.bacon.civ@us.navy.mil, with copies to the Contracting Officer, Ms. Lauren Martz at lauren.r.martz.civ@us.navy.mil, no later than 5:00PM ET on 23 February 2024. No phone inquiries will be entertained.
