It is anticipated that this will be a Firm Fixed Price (FFP), five (5) year IDIQ contract. This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, Only one responsible source and no other supplies or services will satisfy the requirement. Pratt & Whitney, Canada (P&WC) is the Original Equipment Manufacturer (OEM); the Government does not possess the adequate data or the rights to competitively award the requirement. PWES is an affiliated P&WC facility in the United States with the ability to sell the PT6A-68-SPEC1037 engines to the Government and is the only known qualified, responsible source with the direct knowledge, expertise, and technical data required to meet the Government’s requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. The Government does not intend to fund the development or qualification of other sources to fulfill this requirement. However, interested parties may identify their interest and capability by responding to this requirement. The Government will consider all information received prior to the closing date of this synopsis. The Government will not pay for any information received. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
