NAVSUP FLCN Pentagon Directorate Philadelphia Office Contracting Department located at 700 Robbins Ave Bldg. 2B Philadelphia, PA intends to procure services on a sole source basis with the National Society of Black Engineers (NSBE) to provide the Naval Recruiting Command (NRC) an opportunity to participate with their sponsored conferences and events.

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR subpart 5.2, using Simplified Acquisition Procedures for purchase orders at FAR Part 13, and FAR Part 12 Acquisition of Commercial Items. The government intends to solicit this acquisition on a sole source basis to NSBE of Alexandrea, VA. This announcement constitutes the only solicitation; a written solicitation will not be issued.

This is the only RFQ for this requirement, it includes all the terms and conditions as well as applicable FAR, DFARS and NMCARS clauses and provisions with respect to the anticipated task order. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.

The anticipated contract type is a firm-fixed price for participation in the NSBE conferences and outreach events. Interested parties may submit a response to this posting.

The Contracting Officer will only consider information submitted in response to this posting to the extent if the requirement should be competed. The Government will not pay or reimburse the offeror/quoter for any submission. The Period of Performance is anticipated to start 18 March 2026 through 31 December 2026. The requirement does not contain any options.
