Identification Friend or Foe (IFF) System

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to enter into a Firm-Fixed-Price (FFP) contract for non-commercial materials on a sole source basis with TTM Technologies, Incorporated (TTM), 815 Broad Hollow Rd, Farmingdale, NY 11735. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS, as the Government intends to solicit and negotiate with only one source.

NSWCDD requires a ground-based weapon system with both an active Identification Friend or Foe (IFF) interrogator system and a passive IFF system. The IFF systems will interface with a standalone, Government owned, fire direction system. Both IFF systems will be mounted on mobile vehicle platforms.

The proposed action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, “Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.” TTM is uniquely qualified to satisfy the requirement as their systems conform to the size, weight, and power specifications necessary to fulfil the Government’s requirement.

TTM is the original equipment manufacturer (OEM) and there are no authorized resellers available for these proprietary products, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis and in a cost effective manner. Interested parties, however, may identify their interest and capability by responding to the requirement. They shall be directed to the attention of the Contract Specialist:

"Identification Friend or Foe (IFF) System - N0017825R1605" in subject line. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received.

There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above.
