PLEASE NOTE: ATTACHMENTS J.2, J.3 AND J.4 REFERENCE AN INCORRECT RFP NUMBER (N00178-24-R-4202). PLEASE CONTINUE TO UTILIZE THESE ATTACHMENTS FOR THIS SOLICITATION (N0017824R7000).

AMENDMENT 05 has been posted in the attachment section to reflect the updated due date of 12:00pm on 3 July 2024 on the SF33.

AMENDMENT 04 has been posted in the attachment section in SAM.gov. This Amendment updates attachment J.3, several parts of Section L and extends the proposal due date to 3 Jul 2024. Questions and Answers are also updated through 1 May 2024. The following changes are in Section L:

Section 1.1: The last sentence was amended to "after issuance date of the RFP".

Section 2.6: Updated proposal due date: “Registration and proposal submission must be completed no later than 3 Jul 2024 @ 12pm Eastern Standard Time.” Section 2.11: The last sentence was amended to add "at the time of proposal submission." Section 4.2: The first bullet point was amended to "Microsoft Office Products and searchable pdfs only" Section 4.3: Naming Convention table was amended to add "can include OCI statement if applicable" in the Cover Letter.

Section 4.3: Added the following statement under the Naming Convention table: "Title page, table of contents, list of tables, and/or list of figures and EXCLUDED from the page limits above.

Section 5.2: Added the following sentence “Visit the SBA website for information on the MPP program and certificates of non-affliation”.

Section 5.4.3: Added “of the issuance date of the RFP” to the second sentence and added the sentence “The standard definition of “Classifed” applies as stated in the DoDM 5200.01” to the end of the second paragraph.

Section 5.4.4: Updated to read: “The Government will not consider the experience of individual employees as qualifying experience for a pro posed prime Contractor. All experience must be Corporate experience to qualify as a SeaPort NxG Prime MAC holder.”

Any Offeror who submit their proposal relying upon individual experience must resubmit their technical proposal with corporate experience. If an Offeror needs to resubmit their technical proposal, the information will need to be edited as needed/reloaded and resubmitted by clicking the Resubmit button. Section 5.5 INTENTIONALLY OMITTED added.

Section 6.6: added “OCI Statements can be included in the Cover Letter:”

The first round of Questions & Answers are posted to this solicitation on 3 May 2024.

AMENDMENT 03 has been posted in the attachment section in SAM.gov. This amendment extends the due date for proposal submission to 12:00 pm on 18 June 2024.

Attachment J.1 has been updated to include the registration link in Section 1.

AMENDMENTs 01, 02 and a conformed copy of the solicitation have been posted in the attachment section in SAM.gov. This amendment updates Section L to reflect the final date to submit questions and the due date for registration/proposal submission. THERE ARE NO CONTROLLED DOCUMENTS OR ATTACHMENTS IN SAM.GOV FOR THIS SOLICITATION.

The Naval Surface Warfare Center, Dahlgren Division on behalf of the Naval Sea Systems Command (NAVSEA) and the Navy SYSCOM partners NAVAIR, NAVWAR, NAVFAC, NAVSUP, ONR and USMC, has issued solicitation N0017824R7000 to conduct the competitive award of Multiple Award Indefinite Delivery Indefinte Quantity Contracts (IDIQ MACs) to allow prime MAC holders to compete for future task order awards in SeaPort NxG.
