Notice of Intent: Surface Electronic Warfare Improvement Program (SEWIP) BLK 2 Tactical Simulator Development

This Synopsis is prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2 – Synopses of Proposed Contract Actions. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to award a sole source modification to SimVentions, Inc. under the authority of 10 U.S.C. 3204(b)(B), FAR 6.302-1 (a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

The Government intends to issue a modification under Indefinite-Delivery, Indefinite-Quantity (IDIQ) No. N0017819D4502 awarded on 06 March 2019 to extend the ordering period an additional two years from 5 March 2024 to 4 March 2026. This proposed modification will utilize the approximately $2,000,000 remaining of the $12,000,000 award ceiling. The Statement-of-Work (SOW) and award value will not change as a result of this modification. A SOLICITATION WILL NOT BE POSTED.

Based on previous market research conducted, the Government intends to proceed with this sole source action. The SOW is attached to this notice. All responsible sources may submit a capability statement in response to this Notice of Intent. Interested concerns must show clear and convincing evidence that competition of this action would be advantageous to the Government. Oral communications are not acceptable in response to this notice.

A determination by the Government not to compete this proposed action is solely within the discretion of the Government. Responses and questions shall be submitted to sophia.a.somsen.civ@us.navy.mil. The Naval Surface Warfare Center Dahlgren Division is not responsible for any costs incurred by responding to this notice.
