Experimental Development NAICS Code: 541715 – Research and Development in the Physical, Engineering, and Life Sciences Response Due Date: 7/3/2025 Special Notice for Strategic & Spectrum Missions Advanced Resilient Trusted Systems (S2MARTS) in support of Nuclear-Armed Sea-Launched Cruise Missile (SLCM-N) Flight System PURPOSE This Special Notice is issued to provide awareness of the release of a Request for Solutions (RFS) for an Other Transaction project in accordance with 10 U.S.C. § 4022. The RFS titled “Nuclear-Armed Sea-Launched Cruise Missile (SLCM-N) Flight System” has been issued as part of the Strategic & Spectrum Missions Advanced Resilient Trusted Systems (S2MARTS) consortium managed by National Security Technology Accelerator (NSTXL) and administered by the Naval Surface Warfare Center, Crane Division.
OVERVIEW The primary objective of the SLCM-N prototype project is to develop solutions that provide a cruise missile design and demonstration of a credible weapon system to deliver a nuclear payload to a target within a contested environment.
Desired end-state and success criteria for the SLCM-N prototype project include implementation of Model Based System Engineering and design, enforce design for producibility, develop tailored systems engineering processes for model based, systems engineering review, implement modular sub-system and component demonstrations to reduce risks to integrates system testing, quickly perform developmental flight testing, and perform enhanced ground testing to support accelerated acquisition decision and platform integration milestones.
