Strategic Systems Programs (SSP) intends to award a Cost-Plus-Fixed-Fee sole-source contract to Delta Resources Inc. (Delta) of Washington DC. The Government requires the Contractor to provide Engineering and Professional Support Services (EPSS) in support of weapon systems and subsystems for the Conventional Prompt Strike (CPS) program for the United States.
The planned requirement is for EPSS, in support of both Navy CPS requirements and Army Long Range Hypersonic Weapon (LRHW) requirements due to the use of a common All Up Round (AUR) in both weapons systems. The EPSS efforts include system and subsystem expertise ranging across Engineering, Research and Development (R&D), Test Planning, Test Engineering, and Program Management Office (PMO) support, including Acquisition, Financial, and Information Security support.
Only Delta possesses the requisite subject matter expertise and demonstrated qualifications and experience performing EPSS in support of weapon systems and subsystems for the CPS Programs efforts. The base period of performance will be from 27 January 2024 to 26 January 2025, with four one-year options, for a total period of performance of 27 January 2024 to 26 January 2029. Award will be made using other than full and open competition. No Solicitation package is available.
This order is being awarded on a sole source basis in accordance with statutory authority permitting other than full and open competition under Title 10 U.S.C.3204(a)(1), as implemented by FAR Part 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." This NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. While all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency, this notice of intent is not a request for competitive proposals. All responses must be received within fi?een days from the date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
