NOTICE: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. Any information or responses received may be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.

DESCRIPTION: The Naval Sea Systems Command intends to solicit, on a sole source basis, Textron Systems Corporation, 124 Industry Lane, Hunt Valley, Maryland 21030, for the procurement of software development and sustainment in support of the Mine Countermeasure Unmanned Surface Vehicle (MCM USV) under contract N00024-24-C-6304.

The scope of the requirements will include but are not limited to updating and maintaining the current software baselines, developing software updates which increase future capabilities or integrate future payloads, and supporting the transition of software activities to an organic (Navy) Software Sustainment Activity (SSA).

As the original designer, developer and manager of the MCM USV software, only Textron Systems has the requisite knowledge and expertise to design, develop, test, manage, and upgrade the highly specialized MCM USV software. The statutory authority for the sole source is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other types of supplies or services will satisfy agency requirements.
