NAVAIR plans to award a sole-source Basic Ordering Agreement (BOA) for Advanced Precision Kill Weapon System II (APKWS II) supplies, services and support that are outside the scope of the APKWS II Full Rate Production and future production contracts that will include:
engineering, technical, training and logistic support; test support and analysis; integration support; future threat updates to maintain system performance; developing APKWS II Logistics documentation; Cost Improvement Initiatives (CII); Non-Recurring Engineering (NRE) services; engineering investigations; data analysis; engineering and feasibility studies, support equipment modifications, special tooling and test equipment support, inspection/test and inspection/repair services, and programmatic support.
This BOA will be utilized by the United States Navy/United States Marine Corps (USN/USMC), the Unites States Army (USA), the United States Air Force (USAF), other United States Government Departments or Agencies, and Foreign Military Sales (FMS) cases.
These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 3204(a)(1), as implemented by FAR 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
As the sole designer, developer and manufacturer of the APKWS II weapon system, BAE Systems Electronic Solutions (BAE) is the only source that currently possesses sufficient requisite knowledge, engineering expertise, aircraft integration information, and technical data required to perform these efforts. No other source has the technical qualification and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government's requirements.
This synopsis is published for informative purposes (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government. Companies interested in subcontracting opportunities should contact BAE, directly.
There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. No telephone responses will be accepted.
