Tactical Tomahawk (TACTOM) Capsule Launch System (CLS) NRE Phase II

The purpose of this notice is to inform interested parties that the Naval Air Systems Command (NAVAIR) PMA-280, Patuxent River, Maryland intends to negotiate and award a Delivery Order under Basic Ordering Agreement N00019- 20-G-0007 to Raytheon Company (Raytheon), 1151 East Hermans Road, Tucson, Arizona on a sole-source basis to perform Non-Recurring Engineering (NRE) efforts in support of restarting production of the MK 45 Capsule Launch System (CLS).

Raytheon produced the MK 45, recertifies MK 45 CLS units from the Fleet and is the sole manufacturer of the Tomahawk Missile System, which utilizes the MK 45 CLS for launch. The Period of Performance (PoP) anticipated for this effort will be 36 months. The anticipated start date is March 2025. Raytheon is the only known source capable of accomplishing this requirement in the required timeframe and without duplication of costs. Raytheon solely possesses the current configuration and manufacturing data for the MK 45 CLS and the Tomahawk Cruise Missile required to complete these efforts. All responsible sources may submit a capability statement, which shall be considered by the agency.
