The government intends to award on a sole source basis to:

Institute for Personality and Ability Testing, Inc. 11590 N Meridian ST STE 220, Carmel, Indiana 46032-6955, United States. under the authority of FAR 13.106-1(b). The circumstances of the contract action deem only one source is reasonably available. All interested and/or responsible sources may submit a capabiltiy statement, prorposal, or quotation, which shall be considered by the agency.
