J&A W91CRB-21-D-5003 FOR OTHER THAN FULL AND OPEN COMPETITION

This Justification and Approval (J&A) is for a modification to contract W91CRB-21-D-5003 to extend the ordering period by six months, from June 2026 through December 2026. Due to an administrative oversight, this J&A is being posted outside of the standard 14-day regulatory timeline. This modification authorizes a six-month extension to the existing L3Harris Indefinite Delivery/Indefinite Quantity (IDIQ) contract to support the U.S. Army’s Foreign Military Sales (FMS) program.

Because this is an FMS-dedicated vehicle, all orders are sole-source and executed exclusively at the direct request of foreign partner nations via a formal Letter of Offer and Acceptance (LOA). Accordingly, this action serves to fulfill specific country-directed requirements and does not circumvent standard competitive acquisition processes.
