INTRODUCTION Battelle Energy Alliance, LLC (BEA) is the Management and Operating (M&O) Contractor for the U.S. Department of Energy (DOE) at the Idaho National Laboratory (INL). BEA is requesting an Expression of Interest (EOI) from Prospective Offerors (Subcontractors) that are qualified and capable to provide technical support services Offeror to facilitate BEA’s implementation of a property management application.
BACKGROUND A new property management system will require flexibility to integrate with existing systems. The property management lifecycle, including the critical process of excess material, must be captured within the property management application. Key components of a new system include the ability to create / modify fields, enhanced and intuitive user experience, integration with tracking technology, the ability for users to update asset records, and scalability to grow as lab assets grow.
In addition, the Offeror shall have an access restricted, excess materials database (DB). This DB should be fully integrated and have seamless communication with BEA’s Active Records database in the overall property management application. The application should have an auditable asset timeline that captures all asset record transactions and events. Build-out of workflows, including business process forms, should be part of the application.
PROCESS This EOI is the first step in identifying interested and qualified vendors. Responses may be used to inform the development of a formal solicitation list. Selected vendors may be invited to participate in a Request for Proposal (RFP) process for award consideration. Not all potential requirements for this RFP and subsequent potential contract are necessarily listed in this EOI and will be part of the RFP. SUBMITTAL REQUIREMENTS Prospective Offerors should provide a written response to address the following:
Overview of the company including successful past performance performing similar work over the past five years. Please also include the name, phone number, and e-mail Pro perty Management System Expression of Interest (EOI) address of a representative of your company who can be contacted regarding this Expression of Interest. Must show both the business and the software is FEDRAMP certified. Offerors shall limit the entire response to less than five pages.
