Heavy Equipment Rental Services

INTRODUCTION

Battelle Energy Alliance, LLC (BEA), the Management and Operating Contractor of the U.S. Department of Energy-owned Idaho National Laboratory (INL), is seeking Expressions of Interest (EOI) from qualified vendors capable of providing heavy equipment rental services to support laboratory operations at INL facilities in Idaho Falls and at Site locations west of Idaho Falls.

BACKGROUND

INL utilizes outside vendors to obtain equipment that is unavailable through the Central Facilities Area (CFA) equipment pool or required for specialized tasks. Timely access to safe, compliant, and well-maintained equipment is essential to maintaining project schedules and mitigating risk. Heavy equipment rentals enable BEA to meet operational needs without long-term capital purchases. Proposed base period: January 1, 2027 – December 31, 2027, with four (4) option years extending through December 31, 2031.

SCOPE OF WORK

Responding vendors must be capable of furnishing heavy equipment rental services on an as-needed basis, including delivery and pickup when requested by BEA. The rental fleet should encompass the following representative, non-limiting categories typically required by BEA, including but not limited to:

• Rollers

• 79-in. & 84-in. double-drum;
• 84-in. padfoot 12-16 ton class;
• 84-in. smooth 13-17 ton class;
• 68-in. pneumatic 14 – 16 ton class

• Soil compactors (Heavy-duty, suitable for earthwork and compaction operations.)

• Dozers

• Medium-class with low ground pressure;
• Medium-class high-track configuration;
• Large-Class;
• Extra-large-class

• Motor graders

• Heavy-duty suitable for road construction, maintenance & finish grading)

• Excavators and attachments

• Hydraulic excavators including long-reach 35-ton to 40 ton class, 74-ton class, 90-ton class;
• Hydraulic Hammer attachments compatible with 36 – 40-ton hydraulic excavator, or 49- to 52-ton hydraulic excavator;
• Rotary cutters compatible with 36 – 40-ton hydraulic excavator;
• Multi-processor attachment compatible with 49- to 52-ton hydraulic excavator

• Scrapers Heavy-duty self propelled and/or tandem-engine scraper suitable for large-scale earthmoving operations.

• Articulated haul trucks (30-ton payload and/or 45-ton payload capacity)

• Wheel loaders (Medium-production and/or large-or extra-large production)

• Fork attachment compatible with the proposed wheel loader; approx. 72-in and 96-in fork lengths

• Water equipment (12K gal. watertower, water trucks with 6K gal. and/or 8K gal.)

• Rubber track dump trucks (suitable for operation on soft ground or uneven terrain)

Equipment furnished shall meet or exceed OSHA, ANSI, and applicable manufacturer maintenance standards; be delivered in safe, good working condition; and include required documentation (inspection records, manuals, tags, capacity charts).

PROCESS

This EOI is the first step in identifying interested and qualified vendors for future solicitation. Responses may be used to inform the development of a formal solicitation list. Selected vendors may be invited to participate in a Request for Proposal (RFP) process for award consideration.

SUBMITTAL REQUIREMENTS

Interested firms are requested to provide expressions of interest submitted to chase.egbert@Inl.gov by close-of business on 02 Oct. 2026. Responses must include sufficient written information confirming the responder’s qualifications and interest.

• Company name and point of contact. NAICS and business size classification
• Description of rental fleet and capability to supply equipment in the categories listed above, including typical makes/models and availability windows.
• Delivery and pickup capabilities for INL locations; standard lead times; emergency response capability.
  • Standard equipment delivery timelines should not exceed one-week from the date of request.
  • Repair or replacement of malfunctioning or defective equipment should occur within 24-hours of notification.
• Maintenance, inspection, and documentation practices; sample service/inspection records.
• Repair and replacement response commitments (e.g., 24-hour repair/replace) and onsite service coverage.
• Safety, security, and compliance: confirmation of OSHA/ANSI compliance; onsite requirements (REAL ID; Foreign National Access Program approvals when applicable; BEA escort compliance).
• Quality program certifications and applicable regulatory compliance (e.g., DOT for transport).
• Standard rental terms (hourly/daily/weekly/monthly) and pricing structures; discount schedules or IDIQ approaches (note: detailed pricing may be requested in a subsequent RFP).
• References for similar heavy equipment rental support to government or industrial sites.

Note that responses must be no more than fifteen (15) pages in length in PDF format. Only select respondents, as determined by BEA, will receive an invitation to participate in the anticipated RFP solicitation.
