Cellular Telephone Wireless Unlimited Data, Voice and Text Services for Naval Hospital Twentynine Palms

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SERVICE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division - West (HCD-W), intends to award a firm fixed price service contract for cellular telephone wireless voice and data services at Naval Hospital Twentynine Palms (NHTP) in accordance with the Federal Acquisition Regulation (FAR) 13.901(a) Sole Source acquisitions and FAR 13.106-1(b)(1)(i), only one source being available to meet the Government’s needs, to:

Cellco Partnership Verizon Wireless 1 Verizon Way Basking Ridge, New Jersey 07920-1025, United States The North American Industry Classification System (NAICS) code for this requirement is 517112 Wireless Telecommunications Carrier (except Satellite). The Product Service Code (PSC) is DG11 - IT and Telecom - Network: Satellite Communications and Telecom Access Services.

The objective of this sole source award is to provide NHTP a short term one-year contract for cell phone service including unlimited data (voice and text) support and services needed to properly connect to Verizon Wireless network, along with data service for wireless air cards and tablet devices for use by NHTP personnel aboard the NHTP, Adult Medical Care Clinic (AMCC), Branch Health Clinic China Lake (BHCCL), Branch Health Clinic Bridgeport (BHCB), and while TAD/TDY or away from the aforementioned locations. NHTP currently has a total of 130 devices broken down as follows:

13 iPad Pro 11-inch, 5 iPad Pro 12-inch, 95 iPhone SE 22 and 17 Jetpack MIFI 8800. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the above requirement for NHTP.

Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
