Notice of Intent to Sole Source HT941025N0011 THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SUPPLY CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division – West intends to award a five (5) year Blank Purchase Agreement supply purchase for pasteurized human-based milk product/fortifier for use in feeding premature infants with Human Milk at Naval Medical Center San Diego (NMCSD) - Neonatal Intensive Care Unit (NICU), in accordance with the Federal Acquisition Regulation (FAR) 13.501(a) Sole Source acquisitions and FAR 13.106-1(b)(1)(i), only one source being available to meet the Government’s needs, to:
Prolacta Bioscience, Inc. 757 Baldwin Park BLVD City of Industry, CA 91746-1504 The North American Industry Classification System (NAICS) code for this requirement is 325414 – Biological Product (Except Diagnostic) Manufacturing; the business size standard is 1,250 Number of Employes. The Product Service Code (PSC) is 6515 – Medical and Surgical Instruments, Equipment and Supplies.
The objective of this sole source award is to procure pasteurized human-based milk for use in feeding premature infants with human based milk at NMCSD - NICU. The standard of care for feeding premature infants according to the American Academy of Pediatrics (AAP) is exclusive breastmilk feeding. Research clearly demonstrates that the benefits of an exclusive human milk diet are significant.
The 2012 AAP policy statement on "Breastfeeding and the Use of Human Milk" states that "all preterm infants should receive human milk pasteurized donor human milk, appropriately fortified, should be if mother's own milk is unavailable." Naval Medical Center San Diego (NMCSD) - Neonatal Intensive Care Unit (NICU) is required to provide an alternative for human milk diet for preterm infants to achieve full enteral feeds sooner and decreasing complications from indwelling central lines for parenteral nutrition. Vendor shall possess an up-to-date Defense Biometric Identification System pass to enter the military base.
Period of Performance: 1 December 2024 – 30 November 2029 Prolacta Bioscience Inc. is the only source that can meet the Government’s minimum requirements to provide the requested supply mentioned above at NMCSD. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement.
Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required pasteurized human-based milk for NMCSD. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point.
All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.
Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
