Notice of Intent to Sole Source HT941025N0009 THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Healthcare Operations Division - West (HCD-W), intends to award a firm-fixed price contract for the lease and maintenance of two (2) existing Coagulation Analyzers at Nellis Air Force Base, Nevada, in accordance with the Federal Acquisition Regulation (FAR) 13.501(a) Sole Source acquisitions and FAR 13.106-1(b)(1)(i), only one source being available to meet the Government’s needs, to:
Siemens Healthcare Diagnostics Inc. 511 Benedict Ave Tarrytown, New York 10591-5005 The North American Industry Classification System (NAICS) code for this requirement is 334516 – Analytical Laboratory Instrument Manufacturing; the business size standard is 1,000 (in employees). The Product Service Code (PSC) is 6515 – Medical and Surgical Instruments, Equipment, and Supplies.
The objective of this sole source award is to provide the continual lease and maintenance of two (2) existing Coagulation Analyzers at Nellis Air Force Base, Nevada.
The Aptio Automation line is manufactured by Inpeco and is exclusively distributed by Siemens Healthcare Diagnostics Inc. The service/maintenance plan sold by Siemens Healthcare Diagnostics Inc. is the only compatible contract with the Aptio Automation line to both existing Coagulation Analyzers, and they are the only coagulation analyzers available to connect to the Aptio Automation line. The Aptio Automation line is also connected to our chemistry analyzer.
Both analyzers were previously installed to include middle-ware software to facilitate bi-directional communication between the instrument and the hospital information system MHS Genesis. A contract with Siemens Healthcare Diagnostics Inc. ensures the continued performance and maintenance of the Aptio Automation line to best meets the needs of the laboratory to be able to provide the best possible patient care to approximately 238,000 DoD and VA beneficiaries.
Siemens Healthcare Diagnostics Inc. is the only software, service, maintenance, and parts distributor for the Aptio Automation line in our geographic region. The Aptio Automation line was selected to reduce turnaround times and limit the number of man-hours required to run samples in the core departments of the laboratory. The Aptio Automation line is currently owned by the laboratory at Nellis Air Force Base, Nevada already.
Period of Performance: 17 November 2024 – 16 November 2029 Siemens Healthcare Diagnostics Inc. is the only source that can meet the Government’s minimum requirements to provide the requested procurement mentioned above at Nellis Air Force Base, Nevada. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement.
Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the requirement above at Nellis Air Force Base, Nevada. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point.
All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.
Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. If a vendor challenges the basis of this requirement, please email capability statements as a Microsoft Word or Adobe PDF attachment to Belinda Hsieh at belinda.m.hsieh.civ@health.mil. The closing date for challenges is no later than Thursday, November 7, 2024 by 1000 Pacific Standard Time. NO TELEPHONE REQUESTS/OFFERS WILL BE HONORED.
