The Defense Health Agency Contracting Activity in Falls Church, VA, intends to procure Primary Care Behavioral Health mentoring and trainng services in support of the Defense Health Agency (DHA) Deputy Assistant Director, Medical Affairs. The procurement will be set aside for 8(a) concerns and will follow Best Value Subjective Trade-Off source selection procedures.
The Government anticipates the award of a single Firm Fixed-Price contract for a period of 60 months including a 12-month base period and four 12-month option periods. The contract will also include the Option to Extend Services for up to an additional 6 months of performance. The contracting officer determined that that the services under this notice meet the definintion of commercial service at FAR 2.101 and so may issue the solicitation in less than 15 days from this notice in accordance with FAR 5.203(a)(1).
The solicitation will be posted under HT001125R0011 and issued via SAM.gov for no less than 30 days. The principal objective of services is to provide installation-level training support in order to ensure installations are in compliance with standards, requirements, and service delivery models outlined in DODI 6490.15, DHA-PI 6025.27, and DHA-PM 6025.01. The scope of this effort includes services necessary to provide a full range of clinical advisory services.
Primarily, but not exclusively, services will focus on supporting the DHA Primary Care Behavioral Health (PCBH) clinical processes but may include other administrative or scientific applications as well.
Examples of required capabilities include psychologist Subject Matter Experts with specific knowledge, skills, and experience in the PCBH model of care necessary to complete tasks and deliverables including development and delivery of trainings related to PCBH and the Care Management Model (CMM) models of care, mentorship of Behavioral Health Consultants (BHC) and Behavioral Health Care Facilitators (BHCF), Military Treatment Facility (MTF) level implementation support activities, and other related activities to support the delivery of PCBH and the CMM in Patient Centered Medical Homes. Services will be delivered to MTFs and clinics worldwide, from remote contractor locations throughout the United States.
