HT001124PIAIFHL 1. Synopsis: This synopsis is in accordance with FAR Part 5, Notice of Intent to award a sole source. This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and email requests will not be honored. Only one (1) responsible source and no other supplies or services will satisfy agency requirements.
The Defense Health Agency (DHA) intends to award a sole source contract to the Interagency Institute for Federal Health Leaders (IAIFHL) to provide for the procurement of training services from the Interagency Institute for Federal Health Leaders Course for medical and healthcare executives.
2. Background: This Individual Justification is submitted to award a sole source contract to provide on-site medical leadership training services, supplies, and subject matter expertise. This course is a long-standing educational offering, sponsored by the Defense Health System, the Veterans Administration, and the Public Health Service.
The Assistant Secretary of Defense for Health Affairs has assigned this course of instruction as an additional responsibility of the Uniformed Services University with funding provided by Department. Therefore, the procurement responsibility is designated to the DHA Contracting Activity This contract will be Firm-Fixed Price. This contemplated contract would be awarded to the small business, Interagency Institute for Federal Health Leaders.
3. Description: DHA seeks to award a sole source contract to Interagency Institute for Federal Health Leaders (IAIFHL) to provide. Providing an opportunity for the senior federal health care executives to examine the most pressing current issues affecting health care policy and management and the provision of health care services:
1) Exploring the potential impact of these issues and trends on the participants' organizations and professional practices.
2) Promoting excellence in patient care by fostering the concepts of teamwork, evidence-based practice, application of information technology, outcomes-oriented performance improvement, and responsible leadership.
3) Providing a forum for the participating senior health leaders to present their views on the appropriateness of present and future courses of action related to health policy, management, education, and practice.
4) Fostering communication, sharing, mutual understanding, and networking within the federal health care sector.
5) Increasing the level of enthusiasm and pride in the work of federal health care leaders in a variety of settings.
4. NAICS Code: The North American Industry Classification System Code (NAICS) for this requirement is 611430 with the size standard of $13M. The Federal Supply Code (FSC)/Product Service Code (PSC) procurement is U009. This procurement will be made utilizing Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures (SAP) in conjunction with FAR Part 12, Acquisition of Commercial Products and Commercial Services procedures.
5. Submission Instructions: Interested parties may identify their interests and capability to respond to this requirement within 15 calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
