Award Notice/Justification for Wheatstone

In accordance with the public disclosure requirements of FAR 5.705(b), the Government hereby notes that this contract action was not awarded competitively; however, it was executed as a Firm-Fixed-Price (FFP) Purchase Order.

Rationale: This action is a sole-source follow-on award to the Original Equipment Manufacturer (OEM), Wheatstone Corporation, under the authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 13.106-1(b)(1). Wheatstone Corporation is the sole manufacturer and proprietary owner of the Enterprise Radio Automation System (ERAS) and Audio over Internet Protocol Routing System (AOIPRS) architecture.

Direct manufacturer engineering support and training are required to resolve complex technical integration issues resulting from a recent Defense Information Systems Agency (DISA)-mandated Windows OS migration. Because Wheatstone does not utilize or authorize any third-party service providers, utilizing an alternate vendor is technically unfeasible, would void all active manufacturer warranties, and would result in an unacceptable duplication of cost and critical mission delays. The approved, redacted Sole Source Justification is attached to this notice in accordance with FAR 13.105(b).
