The Air Force Test Center (AFTC), 412th Test Engineer Group, Edwards AFB, CA intends to award a sole-source contract to EMC Corporation to support the Instrumentation Loading, Integration, Analysis and Decommutation (ILIAD), Cloud Hybrid Edge-to-Enterprise Evaluation & Test Analysis Suite (CHEETAS) and Advanced Fast Analysis of RDT&E Information (SAFARI) allowing different organizations to contribute and share information relevant to the design, maintenance, support of real- time instrumentation systems, provide the tools necessary to manage information, program instrumentation equipment, analyze test data, and perform mission playback.

This a follow-on contract to FA930419D0001. The anticipated contract will be a firm-fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract for engineering and ancillary services with an anticipated award date of or on before 01 February 2026. The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii).

This authority is supported by an approved sole source justification letter. The applicable NAICS code is 54512 and the size standard, as defined by the U.S. Small Business Administration, is $34M. This synopsis neither constitutes a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government.

THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. AFTC has appointed an Ombudsman to raise concerns about potential errors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as the source of the concern.

The Ombudsman does not participate in the evaluation of proposals or in the source selection process, matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer identified below.
