This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. FA8524-25-Q-0010 is issued as a request for quotations (RFQ). This acquisition is not a small business set-aside. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. This requirement is for the procurement of the Electromechanical Linear Actuators (NSN:
1680-00-412-4397, P/N: 65A124) applicable to the TH-1H helicopter. The Electromechanical Linear Actuator is not a unique military item, although product must adhere to required military standards; this product is a commercial item. This acquisition will result in a Firm-Fixed Price (FFP) one (1) time buy contract with Globe Motors, INC., with a projected period of performance (PoP) from 1 October 2025 through 30 September 2026. 0001: Title - Electromechanical Linear Actuator, NSN - 1680-00-412-4397, P/N - 65A124, Quantity – 35 each. Globe Motor, INC. is the Original Equipment Manufacturer (OEM) which owns all necessary manufacturing data, which is proprietary. Because the total estimated value of this procurement is commercial and less than the designated threshold found in FAR part 13, Simplified Acquisition Procedures (FAR part 13) are being utilized.
A sole source one (1) time buy contract will also be compliant with FAR part 16 (Types of Contracts) procedures. This buy will allow the United States Air Force (USAF) Special Operations Program to meet its mission. The Government does not own any data or data rights. Inspection and Acceptance with be at Free on Board (F.O.B.) Origin at Robins AFB, GA 31098-1887. Funding will be provided at the time of the one (1) time buy as a purchase order.
Quotes should reflect pricing for F.O.B. destination (Robins AFB, GA 31098-1887) and include cage code, DUNS, taxpayer ID number, as well as descriptive literature or product brochure confirming the model number the company is offering in response to this combined synopsis/solicitation. Applicable clauses attachment will be made available for viewing and downloading at www.SAM.gov only. No telephone or fax requests will be honored. No hard copies will be issued.
Approximate response due date will be 25 August 2025, 12:00 p.m. EDT. No late responses will be accepted. Quotations should be emailed to Carlton Maye (carlton.maye@us.af.mil) and Leigh Ann Taylor (leigh.taylor.3@us.af.mil) no later than 25 August 2025, 12 p.m. EDT. The anticipated award date is 1 October 2025.
