PWCS Maintenance Service - Sources Sought

Request for Information (Not a Notice of Solicitation) The United States Air Force, 35th Contracting Squadron, Misawa AFB, Japan is seeking potential sources who are eager to provide Personal Wireless Communications Systems (PWCS) Maintenance services for Misawa Air Base, Japan. This is a non-personal service.

The North American Standard Industry Classification System (NAICS) Code anticipated for this acquisition is 811210. All responsible offerors shall specify that their qualification meets the requirements provided in the attached tentative Performance-based Work Statement (PWS) and provide detailed information to show clear capability. Please note that the attached PWS is a DRAFT PWS only. It is subject to change based on the feedback that you provide.

The purpose of posting the draft PWS is to elicit feedback from potential offerors. In general, the Government needs to understand items that could hinder industries’ ability to provide the services described in the draft PWS. Therefore, please provide feedback for the following items:

1. Are you able to estimate a price based on the PWS? If not, what additional information do you require?

2. Equipment inventory types are stated on Appendix 4 of the PWS. Is it possible to provide technicians who can work in Misawa AB, Japan daily and provide maintenance service in accordance with (IAW) the PWS to this equipment? If it is not possible, please provide the reason.

3. What are the pricing factors/elements for this service?

4. Do you believe the required work requires license/authorization?

5. Do you think this service is customarily available in the Japanese commercial market?

6. How many days would you need to prepare a proposal/quotation?

7. How many days do you need for mobilization if the PWCS service contract is awarded to your company? All responsible offerors shall submit a response demonstrating their capabilities to provide the required services to the Primary Point of Contact listed below. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists at this time; therefore, do not request a copy of the solicitation.

The decision to solicit for a contract shall be solely within the Government’s discretion. Any information submitted by offerors to this request for information is voluntary. This request for information is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Offerors will not individually be notified of the results of any government assessments.

The Government’s evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition and other decisions regarding acquisition strategy.
