AW-139 Flight Simulator Training Hours

Notice of Intent to Sole-Source: The 341ST Contracting Squadron (CONS) – Malmstrom Air Force Base, Montana intends to award, on a sole-source basis, a contract to FlightSafety International Inc. to provide training on operating the high-fidelity AW 139 simulator to the 550 HS aircrew members at Malmstrom, AFB. A sources sought was posted to SAM on 9 Aug 2023. FlightSafety International was the only business that responded to the sources sought and expressed interest in the acquisition for Malmstrom AFB.

Due to the lack of an interested vendor pool the 341ST Contracting Squadron intends to award, on a sole-source basis to FlightSafety International. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued. All responsible sources may submit a quote which shall be considered. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. If no affirmative written response is received, the award will be made without further notice. Oral communications are not Notice of Intent to Sole Source - FMS Trainer 1 acceptable in response to this notice.

RESPONSES ARE DUE NO LATER THAN 21 December 2024 by 2:00 PM MST at 341 CONS, Malmstrom AFB to 1st Lt Raymond Davis, Contracting Specialist, raymond.davis.18@us.af.mil and TSgt Joshua Crist, Contracting Officer, joshua.crist.1@us.af.mil.
