Cable Television Programming and Related Services at Offutt AFB IDIQ

Amendment 0003 - The purpose of this amendment is to extend the solicitation deadline until 3 January 2025 at 10:00 AM CST. Additionally, we are attaching a Question and Answer document addressing all questions received prior to the question deadline. Updates in yellow and deletions struck through in red.

Amendment 00002 - The purpose of this amendment is to update the cable drop count and building count across all documents to match the actual number of current estimated drops and buildings. Corrected the PWS to state 685 cable drop locations across 42 buildings. Updated the Buildings and Drops Count document to state 685 cable drop locations across 42 buildings. Additions in yellow and deletions in red.

Amendment 00001 - The purpose of this amendment is to change the site visit date to 19 December 2024 at 11:00 AM CST. Amended solicitation documents start with naming convention Amendment 00001. Additions are highlighted in yellow and deletions are struck through in red. This is a combined synopsis/solicitation for commercial services prepared in accordance with (IAW) the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice.

This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued. This solicitation is being issued IAW FAR Parts 12 and 13 as a Request for Quote (RFQ). The RFQ number FA460025Q0011 shall be used to reference any written quote provided under this RFQ. A single-award Indefinite-Delivery Indefinite-Quantity contract will be awarded based off of this solicitation.

This solicitation is for Full and Open Competition under NAICS Code 516210. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov. Lack of SAM registration will make an offeror ineligible for award. DESCRIPTION OF REQUIREMENT This acquisition is for the ongoing base-wide cable television programming service.

Services within the acquisition will include the monthly cable programming services in addition to other services like installation, repair, maintenance, upkeep, and troubleshooting. See Attachment 01 – Cable TV Service - PWS - 12.11.24 for full scope of the requirement. APPLICABLE LABOR LAWS This solicitation is subject to the Service Contract Labor Standards FAR 52.222-41.

SPECIAL INSTRUCTIONS Offerors shall be required to return this solicitation, FA460025Q0011 with per unit pricing for base plus all option periods. Offerors shall also be required to return Attachment 03 - TOPR Pricing Template Ver 2, filled in appropriately with pricing information, along with any additional information required to be submitted by FAR 52.212-2 Evaluation—Commercial Items Addendum and any additional fill-in provisions.

SITE VISIT A site visit will take place on 19 December 2024 from 11:00 AM - 12:30 PM CST at Offutt AFB, Nebraska. Vendors interested in attending the site visit must send a filled out copy of Attachment 03 - Site Visit Form to daniel.kuchar@us.af.mil and casey.hupton.1@us.af.mil no later than 17 December 2024 at 9:00 AM CST. Further site visit information will be sent to interested parties ahead of time. QUESTIONS DUE DATE AND TIME Questions for solicitation are due on or before 23 December 2024 at 11:00 AM CST.
