The government is contemplating the award of a requirements contract with fixed priced task orders for Base Telecommunications System Maintenance services on Joint Base McGuire-Dix-Lakehurst, NJ. The contractor shall provide all personnel, equipment, tools, materials, vehicles (including bucket truck), supervision, and other items and services necessary to provide highly reliable telecommunications and networked voice, video, and data services to support the mission of 87th Communications Squadron.

Services also include performing monthly Operations and Maintenance (O&M) services required to ensure the Base Telecommunications System (BTS) is available 24 hours per day, 7 days per week.

The BTS consists of voice & data services in a Converged (Internet Protocol) IP/Unified Capabilities (UC)/Time Division Multiplex (TDM)/Asynchronous Transfer Mode architecture including legacy telephone systems, Voice over Internet Protocol (VOIP) systems, the outside plant (OSP) and inside plant (ISP) systems, voicemail, cable mark-outs, and all associated equipment.

The Contractor shall operate and maintain all BTS equipment and systems in accordance with (IAW) the original equipment manufacturer’s technical manuals and specifications. This is a commercial acquisition. The base period is from 1 March 2026 through 28 February 2026 with four one-year option periods. The solicitation shall incorporate provisions and clauses that are in effect through the most current federal acquisition circular.

This action is being procured under NAICS code 517111 (Wired Telecommunications Service) and related business standard – 1,500 Employees. The solicitation is expected as a Request for Proposal issued as a competitive 8(a) requirement. All prospective offerors must be registered in the System for Award Management in order to do business with the government. The due date for proposals will be posted in the solicitation.

The solicitation will be issued electronically on the Federal Business Opportunities website (SAM.gov). Paper copies will not be made available. Once the solicitation is posted, it is incumbent upon interested contractors to monitor sam.gov web page frequently for updates/amendments to the solicitation.
