Laundry Services FSS/Lodging/ASA-NCOA 2025

Amendment 18 September 2025: The purpose of this amendment is as follows:

1. To clarify the submission instructions for Performance Questionnaires. a. “The offeror will provide the government furnished questionnaire ("Past Performance Questionnaire") to those federal agencies and commercial customers whose performances are deemed recent and direct them to return the completed questionnaires to the point of contact listed on the questionnaire.

The evaluation of past performance information will take into account past performance information regarding predecessor companies, key personnel who have recent, relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition.

If a teaming arrangement is contemplated, provide complete information as to the arrangement, including any relevant and recent past performance information on previous teaming arrangements with same partner.

If this is a first-time joint effort, each party to the arrangement must provide a list of past relevant contracts.” b. “A minimum of three (3) and no more than five (5) Past Performance Questionnaires shall be submitted” 1. Clarification: Three (3) to five (5) Performance Questionnaires must be submitted by your customer directly to the Gov. at jared.skipper.1@us.af.mil and lizbette.zalybniuk.1@us.af.mil or your proposal will not be considered.

2. To extend the submission deadline in order to receive Performance Questionnaires. a. No other proposals, changes, or submissions will be accepted.

3. All other terms and conditions remain the same.

Amendment 9 September 2025: The purpose of this amendment is as follows:

1. To post the Q&A for the Solicitation.

2. To update the PWS accordingly.

a. Section 4.7 was removed.

b. Section 5.0 Was updated to read "WITH PICK-UP ON THE FIRST FLOOR OF EACH BUILDING" and number of pickups per week were added. i. Section 5.0 was redesigned to provide clarity.

3. To update the Solicitation. a. Removed "the completed SF 1449 and" from Section M: BASIS FOR AWARD.

Combined Synopsis/Solicitation: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Proposals are being requested, and a written solicitation will not be issued. Solicitation number FA4484-25-R-0032 is being issued as a Request for Proposal (RFP) using Simplified Acquisition Procedures.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-05 effective August 7, 2025. It is the contractors’ responsibility to be familiar with applicable clauses and provisions.

Procurement Description: The contractor shall provide all management, tools, equipment and labor necessary to provide laundry and dry-cleaning services at Joint Base McGuire-Dix-Lakehurst (JB MDL), NJ in accordance with federal, state, and local regulations, commercial standards and this performance work statement (PWS) and its appendices.

Services will be performed at the contractor’s facility and will include pick-up and delivery according to schedule, correct quantities of laundry are picked up and delivered, laundry is delivered free of all visible dirt, debris, dampness, offensive odors, mildew, cleansing chemicals residue, has a uniform appearance, and items are properly finished and packaged. The contractor shall accomplish all tasks to meet the requirements of this PWS.

Proposals shall include itemized pricing for each Contract Line Item Number (CLIN) detailed in this request for proposal. See attachments for further details. SOLICITATION AMENDMENTS MUST BE ACKNOWLEDGED IN WRITING OR THE PROPOSAL/QUOTE MAY BE CONSIDERED NON-RESPONSIVE. IT IS THE OFFEROR’S RESPONSIBILITY TO CHECK FBO FOR AMENDMENTS ISSUED AGAINST THIS SOLICITATION AND RESPOND ACCORDINGLY.
