The 47th Contracting Squadron is seeking information from industry for the purpose of conducting market research. This notice does not obligate the government to award a contract or any other type of contractual document. THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR QUOTATIONS (RFQ). NO SOLICITATION IS AVAILABLE AT THIS TIME.

Statement of Characteristics Laughlin AFB, TX has received a request by base personnel for a Survey of Underground Utility Infrastructure: Specifications The Government is seeking sources capable of performing an underground utility infrastructure survey at Laughlin Air Force Base, Texas. This project will require identifying, locating, and mapping existing underground utilities, including electrical, water, gas, sewer, storm drainage, and communications, across five survey zones.

The potential contractor must be capable of delivering accurate GIS data in accordance with ASCE 38-02 and Air Force SDSFIE, using both quality Level B and spot-verified Level A methods. The process will involve non-destructive test holes, GPS data collection, and efforts to reconcile utility data across systems such as GeoBase, Real Property, and NexGen IT to ensure alignment and accountability of linear assets.

Final deliverables include a detailed study report, CAD drawings, and a GIS geodatabase, all subject to government review and formatting requirements. Response Guidelines: Responses must specifically describe the contractor’s capability to fulfil the requirement as stated in the Statement of Work to meet the requirements outlined in this RFI. Companies who wish to respond to this RFI should send responses via email no later than 28 Jul 2025 to A1C Theodore Hyatt at theodore.hyatt@us.af.mil.
