Pursuant to FAR 13.106-1(b)(i) and in accordance with FAR 5.201(b)(1)(i), this announcement serves as the notice of the Government's intent to award a sole-source purchase order to the University of Pennsylvania (UPENN) for data services in support of the Advanced Research Projects Agency for Health (ARPA-H) HEROES program.
Based on market research, the University of Pennsylvania, located at 3451 Walnut St Ste 440A, Philadelphia PA 19104, is the only vendor uniquely positioned to fulfill the requirements due to its affiliation with Penn Medicine and its direct experience with the Epic Cosmos dataset. The HEROES program requires data variables for calculating 10-year ASCVD risk scores.
The University of Pennsylvania's ability to aggregate and analyze de-identified patient data across care settings makes it the only viable supplier with the necessary capabilities. The services described in this document are commercial. Multiple other sources were considered for this requirement, but none were able to meet all the requirements. This notice is neither a request for competitive proposals nor a solicitation of offerors. A solicitation will not be posted.
A determination by the Government not to compete this proposed requirement is solely with the discretion of the Government. Interested parties may identify their interest and capability to respond to the requirement by submitting their requests in writing, including technical literature demonstrating their capability to meet the Government's requirement, with complete company name, address, email, telephone, and a point of contact.
The Government will consider all responses received by 10:00 AM Eastern, August 09, 2024. Responses received after the due date will not be considered or responded to. All inquiries must be clearly marked with the subject “ARPA-H SAM.gov Notice ID EDW072920240747” and emailed to the designated Government point of contact. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
This notice does not represent a commitment by the Government to pay for costs incurred in the preparation and submission of information or any other costs incurred as a response to this announcement. Inquiries will only be accepted in writing by email to the primary and secondary points of contact listed. Phone calls will not be accepted.
