Installation of a FIPS 201-2 compliant Lenel Based Access Control System

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) intends to solicit and award firm-fixed price purchase orders for Federal Information Processing Standard (FIPS) compliant access control systems from Lenel authorized resellers/installers. Utilizing the authority at FAR 13.106-1(b)(i) and FAR 6.302-6 – National Security, the ATF intends to solicit directly to local companies without publishing the solicitation on SAM.GOV.

This announcement constitutes the only notification of the ATF’s intent to solicit. A formal combined synopsis/solicitation will not occur. All solicitation communication will occur directly with the contractors. This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures and FAR Part 12—Acquisition of Commercial Items. It is not expected to exceed the simplified acquisition threshold. The notice of award and the written sole source justification will be posted after award.

Proposed Contractors: Local authorized Lenel resellers/installers. Will not be disclose due to National Security. There are four (4) locations requiring FIPS control system upgrades. The ATF will issue a separate solicitation and award for each location.

Locations: Philadelphia TOO located at: 10 Industrial Highway H Complex, Building J-1 Lester PA 19113 New Orleans Field Division located at: One Galleria BLVD, Suite 1700, Metairie LA 70001 Kansas City Field Division located at: 1251 NW Briarcliff PKWY, Kansas City MO 64116 TOO shop located at: 1927 Industrial Drive, Liberty Missouri 64068 Lexington, Ky Field Office located at: 2424 Sir Barton Way, Suite 200, Lexington, KY 40509 The intended period of performance for each Purchase Order is one (1) year from date of award.
