In accordance with Section 3.2.2.4 of the Federal Aviation Administration (FAA) Acquisition Management System (AMS), the purpose of this announcement is to inform industry of the basis for the FAA’s decision to contract on a single source basis to AVL Test Systems, Inc. The FAA has a requirement for additional test equipment for a portable AVL PUMA Data Acquisition System, as well as the Hardware and Software necessary to update FAA Test Cells Two, Three, and Four from existing AVL Bobcat to AVL PUMA.

AVL is the original equipment manufacturer and developer, for the currently installed data acquisition and control equipment. They are the developer and sole intellectual property holder of the of the AVL software components for the Puma, Bobcat, Indicom and Concerto systems. This announcement is for informational purposes only. A competitive solicitation is not available for this procurement. The FAA is not liable for any costs associated with preparing a response to this announcement.
