In accordance with Federal Aviation Administration’s (FAA) Acquisition Management System (AMS) Procurement Guidance T3.2.1.2, the purpose of this announcement is to conduct a market survey to solicit statements of interest and capabilities from interested vendors. Responses will aid the FAA in its determination as to whether adequate competition exists to compete this effort.
The Federal Aviation Administration’s (FAA’s) Office of Human Resource Management (AHR) is responsible for developing and managing the policies, procedures, and systems that ensure that the Agency recruits, hires, trains, and retains the right people to carry out its mission. The Air Traffic Control Specialist (or more simply, controller) position is one of FAA’s Mission Critical Occupations (MCOs). It is also our largest single job category with nearly 15,000 controllers serving nationwide.
It is essential that FAA maintain the highest standards to identify, screen, assess, and select the best controller applicants. Toward that end, the FAA uses the Air Traffic Skills Assessment (ATSA), a pre-employment selection test battery, to identify candidates who have the highest probability of succeeding as air traffic controllers. Each year, the FAA administers the ATSA to thousands of controller job applicants.
