NOTICE OF INTENT TO SOLE SOURCE

The Naval Special Warfare (NSW) Command, Contracting Department, Virginia Beach, VA 23459 intends to award a Firm Fixed Price sole source contract to MSAB Incorporated for training and certification in the use of MSAB XRY 10.5, XAMN 7.5. as the sole distributor of this proprietary software. Training for this software will support the USSOCOM Program Executive Officer for Special Reconnaissance’s (PEO-SR) direction to sustain the Forensic Support Equipment (FSE) Commodity Procurement Product (CPP) kitted equipment.

The XRY software is proprietary to MSAB, Inc and is part of a USSOCOM Sensitive Site Exploitation Program of Record. Market research revealed no other training support for the certification is available, and the Microsystem XRY/ XACT software is identified as part of the FSE CPP. The sole source training/certification will be acquired in accordance with the Federal Acquisition Regulation (FAR) Parts 12 – Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete the propose requirement based upon responses to this notice is solely within the discretion of the Government. The Government will not notify respondents of the results of the information received.
