The XRY software is proprietary to MSAB, Inc and is part of a USSOCOM Sensitive Site Exploitation Program of Record. Market research revealed no other training support for the certification is available, and the Microsystem XRY/ XACT software is identified as part of the FSE CPP. The sole source training/certification will be acquired in accordance with the Federal Acquisition Regulation (FAR) Parts 12 – Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. A determination by the Government not to compete the propose requirement based upon responses to this notice is solely within the discretion of the Government.
