The purpose of this Amendment is to:

(1) provide the Government's responses to industry questions and (2) to Revise Solicitation Attachment 0001, the Performance Work Statement. The Amendment hereby provides the following:

1) Responses to questions are on page 2 - 8 herein; and 2) Attachment 0001 - Performance Work Statement (Rvsd 04242024). Deliverable A010 and A011 are deleted in their entirety. Please refer to page 23 of 25.

The U.S. Department of Housing and Urban Development (HUD), Government National Mortgage Association’s (Ginnie Mae’s) Office of Chief Financial Officer (OCFO) with financial improvement services required to transform and improve support activities within Ginnie Mae’s Finance Division. Only one (1) award is anticipated as a result of this solicitation.

This procurement is being competed on an 8(a) competitive competitive basis utilizing the policies and procedures of Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items in conjunction with FAR Part 15 - Contracting by Negotiation, as supplemented by HUD Acquisition Regulation (HUDAR) Part 2415. The Government intends to award a single contract consisting of Firm Fixed Priced (FFP) Line Item Numbers (LINs). The anticipated period of performance for this requirement consists of a 1-year base period with four 1-year option periods. Additional information:

(1) The acquisition is being offered for competition limited to eligible 8(a) participants;

(2) The North American Industry Classification System (NAICS) code; 541211 “Offices of Certified Public Accountants” with a size standard of $26.5M (3) Eligibility to participate is restricted to 8(a) participants in either the developmental stage or the developmental and transitional stages; and (4) Interested 8(a) participants are encouraged to access a copy of the solicitation here on sam.gov since the solicitation has been issued and SBA acceptance of the requirement for the section 8(a) program has been obtained.
