This combined synopsis/solicitation is a Request for Quotation (RFQ) prepared utilizing FAR Part 12 commercial item procedures and simplified acquisition procedures under FAR Part 13. This announcement constitutes the only solicitation. Quotes are being requested, and a separate written solicitation will not be issued. This acquisition is being conducted as a full and open competition using competitive procedures, with a brand name specification in accordance with FAR 13.106-1(b).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC(FAC) 2025-06 October 1, 2025. All questions and inquiries concerning this solicitation must be submitted by e-mail only (no faxes or telephone calls will be accepted) to the Contract Specialist no later than February 20th, 2026 at 2:00pm Eastern Standard Time (EST).

This requirement is for a commercial Software as a Service (SaaS) subscription to the TrialTrove clinical trials database, to support oncology research activities conducted by the National Cancer Institute, Center for Cancer Research, Cancer Data Science Laboratory (CDSL).
The TrialTrove database enables sophisticated querying and analysis across a wide range of clinical trial attributes, including disease indications, treatments, trial phase, sponsors, eligibility criteria, endpoints, outcomes, and trial timelines. TrialTrove also provides curated narratives of trial results and cross-references to original source materials, allowing researchers to validate and contextualize trial data.
These capabilities are critical to CDSL’s mission and are not available through publicly accessible clinical trial databases. Please refer to the attached solicitation documents for the complete description of requirements.
