This is a combined synopsis/solicitation for Commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for Request for Quotation (RFQ) no. 75N97024Q00032.
It is the intent of the National Library of Medicine to procure MAX DDOS Mitigation Services on a Sole Source basis from the State of Maryland Mid-Atlantic Crossroads from the University of Maryland on behalf of the National Institutes of Health, Center for Inforamtion Technology. This is not a competitive solicitation nor will a solicitation be issued. The point of contact for submission of quotes is Karen Miller, Sr. Contracting Officer, NLM, at miller.kar@nih.gov.
It has been determined that governed by the Division of Information Technology at the University of Maryland College Park. MAX’s architecture enables a range of advanced communication services and application flows designed to serve the academic, research, government, scientific, and business communities within the Mid-Atlantic region. Connectivity to MAX’s network infrastructure can only be provisioned by MAX, making MAX the sole source of MAX services.
As MAX is a part of the University of Maryland College Park, and the University is a State of Maryland agency, the State of Maryland is the sole possible vendor that provides MAX services. Thus, any competitive procurement for MAX services would be impractical. Federal procurement regulations require procurements to be done competitively whenever practical. Sole source procurement is a non-competitive process that involves solicitation of a proposal from only one source.
The Office of Justice Programs states that sole source procurement is permitted if “the item/service is available only from one source.” The purpose of this sole source justification is to show that a competitive procurement is impractical when seeking services from MAX.
