It is the intent of the National Library of Medicine to procure MAX DDOS Mitigation Services on a Sole Source basis from the State of Maryland Mid-Atlantic Crossroads from the University of Maryland on behalf of the National Institutes of Health, Center for Inforamtion Technology. It has been determined that governed by the Division of Information Technology at the University of Maryland College Park. MAX’s architecture enables a range of advanced communication services and application flows designed to serve the academic, research, government, scientific, and business communities within the Mid-Atlantic region. Connectivity to MAX’s network infrastructure can only be provisioned by MAX, making MAX the sole source of MAX services. As MAX is a part of the University of Maryland College Park, and the University is a State of Maryland agency, the State of Maryland is the sole possible vendor that provides MAX services. Thus, any competitive procurement for MAX services would be impractical. Federal procurement regulations require procurements to be done competitively whenever practical. Sole source procurement is a non-competitive process that involves solicitation of a proposal from only one source.
