The Information Technology Laboratory (ITL) has an existing Mindbreeze InSpire search capability that is reaching end of life status. The search appliance provides enterprise knowledge management capabilities by indexing and aggregating content across the ITL. The ITL has the requirement to purchase a new appliance due to the existing one reaching end of life.

The ERDC intends to issue an award to Onix Networking Corporation, 1991 Crocker Road, Suite 600 Westlake, Ohio 44145-6976, United States, on a sole source basis in accordance with FAR Part 13. The Information Technology Laboratory (ITL) has an existing Mindbreeze InSpire search capability that is reaching end of life status. The search appliance provides enterprise knowledge management capabilities by indexing and aggregating content across the ITL. The award will be issued in accordance with FAR 13.106-1(b).

The NAICS code for this requirement is 513210 with a size standard of 1250 employees. This notice of intent is for information purposes only. This is not a request for competitive quotes or proposals. A solicitation will not be issued; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement.

The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to Christy.J.Love@usace.army.mil. The notice number shall be included in the subject line of e-mail submissions. Responses must be received no later than 10:00 a.m. CST on 05 July 2024.
