In accordance with Federal Acquisition Regulation (FAR) 5.3 Synopses of Contract Awards, this notice synopsizes through the Government Point of Entry (GPE) the award in response to the United States Coast Guard (USCG) Solicitation No. 70Z02324R93130001. $198,106,876.21 Proposals were evaluated based on four factors: (1) Technical Approach, (2) Past Performance, (3) Small Business Consideration Plan, and (4) Price. “Best Value” was determined in accordance with the following order of importance: Technical Approach is more important than Past Performance, and Technical Approach and Past Performance, combined, are significantly more important than Price.

The USCG used a tradeoff source selection process and, in consideration of the evaluation factors, the USCG determined the above proposal provided the best value.
