The United States Coast Guard (USCG) intends to negotiate and award a sole source contract to Lockheed Martin Corporation, CAGE 02769, located at 199 Borton Landing Rd, Moorestown, NJ 08057 USA for the attachment (1) RFI titled: “PROCURMENT, INSTALLATION, AND TRAINING FOR A MARITIME COMMUNICATION CONTROLLER (MCC) AT TRACEN PETALUMA”. This requirement is in support of The USCG C4ISR program (CG-9335). This sole source acquisition would be pursued under statutory authority 10 U.S.C.

3204(a)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This notice is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP.

Furthermore, those who respond to this notice should not anticipate feedback regarding its submission; other than acknowledgement of receipt – if a request for acknowledgement is requested by the submitter. However, the government will consider all responses received within 15 calendar days after the date of the publication of this pre-solicitation notice.

A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not commit the Government to contract for any supply or service. DHS is not currently seeking proposals.

Responders are advised that the U.S. Government will not pay any cost incurred in response to this notice. All costs associated with responding to this notice will be solely at the interested party’s expense. The information provided in this notice is subject to change and is not binding on the Government. All submissions become the property of the Federal Government and will not be returned.
