This sole source acquisition would be pursued under statutory authority 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This notice is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP. Furthermore, those who respond to this notice should not anticipate feedback regarding its submission; other than acknowledgement of receipt – if a request for acknowledgement is requested by the submitter. However, the government will consider all responses received within 15 calendar days after the date of the publication of this pre-solicitation notice. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not commit the Government to contract for any supply or service. DHS is not currently seeking proposals.
