MCOV Purchase

FEMA intends to award a sole source Call Order to Nomad Global Communications Solutions for (8) Mobile Communications Office Vehicles (MCOV’s). FEMA will be re-competing this requirement and awarding a BPA contract in FY25. FEMA currently has a BPA, 70FA5019A00000002, for the delivery of MCOV’s. The BPA expires on 09/30/2024. The sole source justification is based on FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

The incumbent, Nomad Global Communications Solutions, is the only contractor that is able to provide this custom manufactured platform and chassis within the 1-year time frame in which they are needed to remain mission capable in FEMA’s mission to support national disasters. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The Statement of Work for the recompete is attached to this sole source announcement.
